Casinos in Virginia generated $82.4 million in November, a 29.7% rise from the $63.6 million generated in November 2024.
Of the total, slots generated $61.2 million, up 27.9% from $47.9 million in 2024 and table games saw a 35.3% rise from the $15.7 million in 2024 to $21.2 million in 2025.
The revenue rises were exhilarated by the opening of the new interim casino that opened in Norfolk on November 6.
The latest report from the Virginia Lottery shows that of the four casinos in the state, two saw year-on-year revenue rises, one remained stable, and one had no statistics to report due to opening in November of this year.
Caesars Virginia saw the most significant year-on-year revenue increase, rising 70.5% year-on-year from, $19.8 million to $33.7 million.
Table games saw a 90% year-on-year increase, rising from $5.3 million to $10 million. Slots also saw a double-digit increase, rising 63.4% from $14.5 million to $23.7 million.
Additionally, the Hard Rock Bristol Casino also saw revenue rise in November, increasing 19.3% from $18.1 million to $21.6 million. Table games accounted for the most significant revenue increase, rising 84.2% from $2.6 million to $4.7 million. Slots revenue also rose, by 8.5%, from $15.5 million to $16.8 million.
The Interim Gaming Norfolk temporary casino opened its doors a few days into November and generated $1.4 million from slots, as it currently does not operate table games.

Revenue for the Rivers Casino Portsmouth remained stable year-on-year in November, with a 0.2% rise from $25.7 million to $27.8 million. While slots revenue rose 7.9% year-on-year from $17.9 million to $19.3 million, table games saw a double-digit decline of 17.4%, falling from $7.8 million to $6.5 million.
Ahead of the planned 2027 opening of the Boyd Gaming casino-resort, its temporary casino, Interim Gaming Norfolk, opened its doors.
The interim casino, situated inside a white tent along Park Avenue, features 132 slots, along with vending areas, a local chef, and a self-serve alcoholic drink machine.
The casino opened over a week early, ahead of the initial November 15 deadline, marking a milestone for the planned permanent casino resort in 2027, created through a partnership between the Pamunkey Indian Tribe and Boyd Gaming.
“It’s modest because of the size of it, and I know people see the tent on the outside, but when you come inside, it looks just like a casino, because it is,” said Ron Bailey, Vice President and General Manager of Boyd Gaming.
The first two nights of proceeds were donated directly to the Foodbank of South Eastern Virginia, which Bailey commented shows the casino's commitment to the Norfolk community.
He said, “We want to let the community know, number one, it’s happening. Number two, this is a great economic impact, not just for Norfolk, but the whole area. We’re creating jobs, not just for the state, but also for the local communities.”
The casino is now open seven days a week from 10:00am until 2:00am.
