Virginia’s casino industry saw an increase year-on-year for June 2025, with aggregate adjusted gross revenue (AGR) growing almost 32% compared to June 2024. The state's three operating casinos' total AGR reached $78.5 million in June 2025, up from $59.5 million a year earlier. The growth of Virginia casinos continues to shape the state’s gaming economy and is expected to remain a driving force, especially as discussions around legalizing online casinos progress.
According to figures released by the Virginia Lottery, Caesars Virginia led the way in June with over $30.5 million in revenue, up 59.1% from the previous year. The casino alone accounted for more than half of the overall statewide revenue.
Hard Rock Bristol continued its solid momentum, generating $21.44 million, up from $14.35 million last June and reflecting 49.4% growth.
Meanwhile, Rivers Casino Portsmouth recorded steady growth, with AGR rising 2.0% year-on-year to $26.46 million. Despite its smaller percentage increase, Rivers remained a strong performer in June, though Caesars Virginia led all Virginia casino resorts in total revenue.
| Casino | June 2024 AGR | June 2025 AGR | Change |
|---|---|---|---|
| Hard Rock Bristol | $14,350,248.01 | $21,442,596.05 | +49.4% |
| Rivers Casino Portsmouth | $25,947,230.16 | $26,460,446.49 | +2.0% |
| Caesars Virginia | $19,216,180.60 | $30,566,927.15 | +59.1% |
| Total | $59,513,658.77 | $78,469,969.69 | +31.9% |
The state’s three casinos combined operated more than 4,500 gaming positions in June: 1,397 slots and 73 table games at Hard Rock Bristol, 1,422 slots and 84 tables at Rivers Portsmouth, and 1,451 slots and 100 tables at Caesars Virginia.
The state also collected $14.12 million in total gaming tax revenue in June. The state divides casino tax revenue by law to support major local needs, including the Problem Gambling Treatment and Support Fund, the Family and Children’s Trust Fund, and the host city. For the Bristol casino, the city’s share goes explicitly to the Regional Improvement Commission (RIC) to fund local projects.
Each month’s casino tax revenue is distributed according to these rules to help benefit communities.

While the Live! Casino & Hotel Virginia project progresses, other proposed casinos are facing struggles to get approval.

My love for gambling and casinos started early when my grandad handed me a video poker machine as a kid, sparking a lifelong fascination with the game. I grew up watching Celebrity Poker religiously and that turned into my organizing March Madness bracket tournaments all throughout elementary and high school—making every March a high-stakes competition among friends before I was even old enough to place a real bet.
