Virginia Casino Revenue Rises 29.2% YoY in September, Possibly More Casinos on the Horizon

Commercial casinos in Virginia generated $73.1 million in September, a 29.2% increase year-on-year from $56.6 million.

Of the total, table games generated $17.4 million, rising 28.7% from $13.5 million in 2024, and slots revenue in the state also increased by 29.4% from $43 million to $55.7 million. 

Wins and Stagnations in September

According to the latest results from the Virginia Lottery, of the three commercial casinos in the state, two saw revenue increase in the double-digits, and one saw revenue remain stable year-on-year. 

Caesars Virginia saw the highest revenue increase year-on-year, with profits increasing 54.5% from $18.3 million to $28.2 million. After increasing the number of slots in the casino from 826 to 1467, slot revenue rose 57% from $13.5 million to $21.2 million. Table games revenue also increased in September, rising 47.2% from $4.8 million to $7 million. 

While it was the lowest-earning casino in the state, Hard Rock Bristol saw the second-highest revenue increase year-on-year, with profits increasing from $14.1 million to $20.6 million. 

Hard Rock Bristol also increased the number of slots in the venue from 905 to 1385, which was reflected in the revenue it brought in, as profits soared 44% from $11.7 million to $16.8 million. Table games in the casino also saw revenue rise, increasing 55.8% from $2.4 million to $3.8 million.

Despite being the highest earning casino in September 2024, the Rivers Casino Portsmouth came in second place in 2025 after profits remained stable with a 0.3% increase from $24.2 million to $24.3 million. 

Slot revenue remained stable, with a minor 1.2% decrease from $17.9 million to $17.6 million, while table games saw profits increase 4.6% from $6.4 million to $6.7 million. 

Virginia City Seeks Approval For New Casino 

Currently, only five cities in Virginia are authorized to host casinos; however, Roanoke city officials revealed earlier this week that they plan to explore the potential of becoming the sixth. 

The planned venue for the casino, the Berglund Center, is a city-owned arena that currently hosts college and high school sports, along with conventions, concerts, and the WWE Supershow events. 

Roanoke City Manager Valmarie Turner said, “This initiative presents an opportunity to create an entertainment district that would significantly enhance tourism, stimulate economic growth, and generate increased revenue for both the City and the region—funds that can be reinvested in our neighborhoods, schools, public safety, and infrastructure.”

Fairfax, VA, Opposes New Casino in New Poll 

Despite the potential benefits of a casino in the community, residents of another city in the state are opposing a proposed casino in Tysons, Fairfax. 

 According to a poll commissioned by lobbying group Freedom Virginia, around 50% of Fairfax residents are against the casino, after Global Strategy Group, a public affairs firm, polled 800 residents. 

Freedom Virginia co-executive director Ryan O’Toole said, “Fairfax voters are clear: they do not want a casino in the county, and they reject the argument that a casino will boost the local economy or lower their taxes.” 

With Fairfax residents planning to vote against the casino, only time will tell whether a new city in Virginia will become home to a new gaming facility, joining the current three venues and one temporary venue.
