In 2019, Virginia General Assembly approved legislation for a casino in five cities — Norfolk, Bristol, Danville, Portsmouth and Richmond. While voters in the first four locations approved a casino, Richmond rejected so it got transferred to Petersburg instead.
At the time of writing, three casinos are operational with two still in development.
Additionally, Virginia has approved 10 gambling parlors that are associated with Colonial Downs racetrack. These facilities are called Rosie’s Gaming Emporiums and there are eight in Virginia with another one in development.

Virginia casinos have some well-known names associated with them. Interestingly, three of the resorts are owned by Indian Tribes but are run as state commercial casinos rather than federally approved tribal casinos.
- Caesars Entertainment – Operate Caesars Virginia in Danville in partnership with the Eastern Band of Cherokee Indians.
- Hard Rock International – Operate Hard Rock Hotel and Casino Bristol. The Hard Rock brand is owned by the Seminole Tribe
- Rush Street Gaming – Operate the Rivers Casino Resort in Portsmouth
- Churchill Downs – Operate the Rosie Gaming Emporium gaming parlors
- Boyd Gaming – Working in partnership with the Pamunkey Tribe to develop a $500M casino and hotel on the Norfolk waterfront. A temporary casino is due to open in 2025, with the permanent casino opening in 2027.
- The Cordish Companies – Developing the $1.4 billion Live! Casino & Hotel Virginia in Petersburg due to open in 2026.
Virginia Casino Resorts
So, what can you expect from the three full service casinos in Virginia? Let’s take a look:
- Hard Rock Hotel and Casino Bristol – Opened in November 2024, Hard Rock Bristol features a 300 room hotel, an indoor/outdoor, pool, spa, fitness center, multiple restaurants and bars plus a 2000 seat Hard Rock Live entertainment venue. The casino has 1500 slots, 50 live table games and a sportsbook.
- Caesars Virginia – Bringing the iconic Caesars brand to Southern Virginia, this recently opened resort has 320 rooms, a spa, pool, fitness center, six restaurants, two bars, and a 2,500 seat event venue. The 100,000 square foot casino offers 1,500 slots, 79 table games, a 21-table poker room and a Caesars Sportsbook.
- Rivers Casino Resort – Located three miles southwest of downtown Portsmouth, Rivers Casino Resort has 1,400 slots, 57 live table games, a 24 table poker room and a BetRivers Sportsbook. The property also has a 3,000 seat entertainment venue, a TopGolf Swing Suite, plus several bars and restaurants.
More Than Gambling
Although there are some great casinos in Virginia, there’s also plenty to see outside of the gaming floor, so make sure you check out everything the Old Dominion has to offer.
- Outdoor Adventures – If you’re a bit of an explorer then there’s lots of adventure to be had in Virginia. Explore the largest cave system in the eastern U.S at Luray Caverns, go hiking in the Blue Ridge Mountains, or explore the Shenandoah National Park with its beautiful waterfalls and incredible views.
- Historic Landmarks – History buffs will have a feast in Virginia with all of the places to visit such as Mount Vernon (George Washington’s home), and Monticello (Thomas Jefferson’s estate). Colonial Williamsburg is an immersive living history museum where actors bring 18th-century Virginia to life.
- Fun Days Out – Take your pick from a range of attractions such as Kings Dominion Theme Park, Busch Gardens Williamsburg, Bear Mountain Ziplines, Great Waves Waterpark, Adventure Park at Sandy River Retreat, Virginia Aquarium, Virginia Zoo or Virginia Safari Park
- Food and Drink – There are more than 300 wineries in Virginia Wine Country with Loudoun County or Monticello AVA being the top spots. If beer is more your taste then the ‘Brew Ridge Trail’ is a craft beer trail near Charlottesville. Seafood lovers, meanwhile, will love the cuisine along Chesapeake Bay, particularly the oysters.

The legal age for casino gambling in Virginia is 21 years or above. It is always advisable to take along photographic ID to gain entry.
