Pennsylvania Casinos Report Slight Revenue Rise in July, Senate Eases Slot Machine Requirements

The Pennsylvania Gaming Control Board has published its casino revenue report for July 2025. Its 17 casinos reported $284.8 million in revenue from slot and table games, a slight increase of 0.4% from the $283.7 million generated in July 2024. 

Mixed Results for Pennsylvania Casinos

Of the state's 17 casinos, 10 saw growth year-on-year with Live Pittsburg seeing the highest increase of 20.5% to $9.6 million. This was followed by Parx Shippensburg, up 13.6%, reaching $3.4 million in revenues. Nemacolin recorded a 12.1% gain, climbing to $2.7 million. However, this was the smallest revenue reported in the state.

Other strong performers included Valley Forge (+11.2%) and Hollywood Casino Morgantown (+8.5%), showing sustained market demand.

In contrast, the declines were seen at Presque Isle, which dropped 9.7% to $8.2 million, the sharpest fall among all properties. In contrast, Live Casino Philadelphia is down 8.4% to $19.4 million. Parx Casino, the state’s largest single revenue generator, fell 1.9% year-on-year to $47.5 million.

Parx Casino remained the highest-earning venue, generating $47.5 million, followed by Wind Creek Bethlehem ($45.9 million) and Rivers Pittsburgh ($28.1 million). At the other end of the scale, Nemacolin ($2.7 million) and Parx Shippensburg ($3.4 million) remained the smallest contributors despite strong growth percentages.

Pennsylvania Senate Eases Slot Requirements

As casinos in Pennsylvania report a slight revenue increase year-on-year, July also brought new legislation in the state that may see more venues reporting slot revenue soon, as Pennsylvania’s Senate recently advanced legislation to lower the mandatory number of slot machines required in establishments.  

The bill aims to give casinos more flexibility as customer demand shifts away from traditional slot play toward online gambling, table games, and non-gaming amenities.

Lawmakers emphasized that the bill doesn’t require casinos to reduce their slot machine use; it simply removes outdated rules that left large parts of gaming floors empty. Supporters say the change could give operators the breathing room to try new ideas, whether expanding dining and entertainment spaces or introducing more tech-driven gaming options. 

The measure now heads to the state House, where its approval could shape how Pennsylvania casinos adjust to an industry rushing toward digital play.
