Casinos in Indiana generated $195.4 million in November, a 5.1% year-on-year decrease from the $206 million generated in November 2024.
Of the total, table games generated $33.7 million, a 8.5% decline from the $36.9 million generated the previous year. Slots also faced revenue declines, falling 4.4% from $169.1 million to $161.7 million.
In other news, the Indiana Gaming Commission has conducted a study evaluating the relocation of a casino in the state, with Indianapolis and Fort Wayne identified as the top locations.
The latest report from the Indiana Gaming Commission shows that of the 13 commercial casinos in the state, only one experienced a year-on-year revenue increase, one saw its revenue remain stable, and the other 11 saw a decline in revenue.
Caesars Southern Indiana was the only casino to see revenue rise year-on-year in November, with revenue increasing 6.1% from $19.5 million to $20.7 million, the second-highest revenue in the state.
The Belterra Casino's revenue remained stable, with a slight increase of 0.2% from $7.3 million to $7.4 million.
The biggest loser in November was the Horseshoe Hammond Casino, which saw a 12.9% loss from $21.6 million to $18.8 million. Other notable losses in November included the French Lick Resort, which experienced a 12.5% decline from $6.5 million to $5.7 million, and the Blue Chip Casino, which saw a 9.6% decrease in revenue from $10.7 million to $9.7 million.

The Horseshoe Indianapolis casino generated the highest revenue in both November 2025 and 2024. However, it faced a year-on-year loss of 2.7%, falling from $27.5 million to $26.8 million.
While Indiana casinos have been facing losses, the Indiana Gaming Commission has commissioned a study to consider where would be most beneficial to relocate a casino to – and Indianapolis has been marked as a top location.
The study was conducted in response to Senate Enrolled Act 43, which aimed to identify the top two regions in Indiana where a riverboat casino license could be relocated.
The study found that an estimated $493.3 million could be generated in adjusted gross receipts annually, along with $170.7 million in gaming tax receipts, if the casino were brought to Indianapolis.
Another location identified found that an area near the intersection of I-69 in northeast Indiana, Fort Wayne, could generate $204.3 million in adjusted gross receipts, and $61.1 million in tax receipts.
In response to the proposed casino relocation to Allen County, Fort Wayne Mayor Shannon Tucker has given her support with a testimony at a committee hearing last week.
The proposed bill, Senate Bill 70, would permit Rising Star Casino to relocate from Ohio County to Allen County. Another bill, House Bill 1038, would instead increase the number of casinos in the state by adding another available license.
Mayor Tucker has shown support for the relocation, as she and other leaders believed a Miami Tribe was entering the state to open a casino.
“It is my belief and my feeling that if there is going to be a gaming expansion, or gaming relocation in the State of Indiana, to Northeast Indiana, Allen County, and specifically the city of Fort Wayne, that that is a state-controlled, a city-controlled opportunity for us to take advantage of,” she said.
While the relocation has not been confirmed, a casino in Fort Wayne could bring high revenue to the state and increased funds for government programs.
