Of Illinois’ 17 casino venues, only seven showed year-on-year increases in AGR, compared to an overall eight declines.
Rivers Casino was the biggest AGR generator last month, recording AGR of $40.3 million. Compared to June 2024, this figure dropped from $43.9 million, representing a year-on-year decline of 8.2%. Following this, Hollywood Casino Joliet recorded the most significant percentage decline, with AGR dropping from $7.8 million to $6.8 million, a yearly fall of 11.8%.
In contrast, Hard Rock Casino Rockford reported a 100% increase from $6.1 million to $12.2 million year-on-year. Two new additions, Rivers Casino and Fairmount Park, which both opened in April this year, also boosted the overall total.
The positive performance in June continues the trend of Illinois casino revenue growth in 2025, and at roughly the same rate each month. Casino revenue climbed by over 12% year-on-year in March to reach $170.9 million, while jumping up 19% year-on-year in April.
Meanwhile, one of the 17 regulated casinos, Bally’s Chicago, could yet become the third Illinois casino to face a large fine over the hiring of a mob-related contractor.
The case relates to the hiring of D&P Construction Co. Inc., at the River West building site, where a new Bally’s casino is being built. Back in the spring, a reporter from a local newspaper spotted D&P dumpsters on the site and raised the issue with the Illinois Gaming Board, which then ordered Bally’s to halt construction temporarily.
The FBI has previously asserted that D&P has ties to organized crime through the DiFronzo family, and the presence of their dumpsters at a construction site in Rosemont led to the scuttling of a casino building project several years ago.
In 2003, Victoria Casino in Elgin was fined $3.2 million for the hiring of a company linked to the Bastone crime family, and Rivers Casino in Des Plaines was hit with a $1.65 million fine in 2016 for a similar offense. The Illinois Gaming Board has not yet commented on the investigation.

My love for gambling and casinos started early when my grandad handed me a video poker machine as a kid, sparking a lifelong fascination with the game. I grew up watching Celebrity Poker religiously and that turned into my organizing March Madness bracket tournaments all throughout elementary and high school—making every March a high-stakes competition among friends before I was even old enough to place a real bet.
