Florida Casino Slots Proceeds Up 2.7% Year-on-Year, BestBet Sues Over Cardroom Approval

The Florida Gaming Control Commission (FGCC) reported that Florida’s commercial casinos earned in September $53.1 million, an increase of 2.7% compared to $51.7 million in revenues generated in the corresponding period in 2024. However, slot revenues did see a month-on-month decline of 11.5% compared to $60 million earned in August. This brings the year-to-date total revenues to $171.4 million.   

The state of Florida generated $18.5 million in tax revenue in September, bringing the state’s total tax revenues this year to $60 million. 

Magic City Casino Still Leading the Pack

The figures show that, similar to September, Magic City Casino shows the largest year-on-year growth with a whopping 20.4% increase in revenues from $9.2 million to $11.6 million. In far second place in growth was Pompano Park, with 9.% year-on-year growth, earning $9.7 million in September. Close behind in percentage growth was Dania Jai Alai, with 9.4%, earning $4 million. 

Gulfstream Leading in Losses

Four slot venues in Florida incurred year-on-year losses this past September, with Gulfstream Park generating $4.2 million in September 2025, a decline of 13.6% compared to August 2024. The other venues that incurred a year-on-year loss for the period were Casino Miami, Calder Race Course and Big Easy.

Bestbet Sues Over Cardroom Expansion

Cardroom operator BBestbet, which operates licensed cardrooms in Orange Park and Jacksonville, filed a lawsuit against the Florida Gaming Control Commission, claiming the regulator operated outside of its authority in approving the expansion of a racetrack to also operate a cardroom. 

The FGCC approved an amendment allowing Hamilton Downs Horsetrack LLC to operate a carroom site in its Hamilton County venue. Hamilton Downs made headlines in 2015 when it offered ‘flag-drop’ races to keep its live-racing requirement, which would satisfy its quarter-horse permit requirements. While Florida regulators were looking to sanction the operator, an Administrative Law judge determined that Hamilton Downs’ minimal flag contents still qualify as racing for permit purposes.  

The verdict could serve as a precedent in reshaping Florida’s cardroom gaming rules for pari-mutuel racetracks.
