Casino revenue in the Old Dominion State hit $85.1 million in March 2025, rising from $65 million reported the previous year, representing an increase of 30.8%. That was a single-month record for Virginia casinos. The casino revenue also marked a 13.3% rise from the $75.1 million generated in February 2025.
Slot revenue amounted to $63.2 million of total adjusted gaming revenue, increasing from last year’s $48.9 million, while table games produced $21.9 million, up from $16.1 million reported in March 2024. Slot and table game revenue also increased month-on-month in March 2025.
The Virginia Lottery regulates three land-based casinos in the state: Hard Rock Bristol, Rivers Casino Portsmouth, and Caesars Virginia.
Caesars Virginia generated the highest revenue amount in March and experienced significant revenue growth out of the three casinos. Adjusted gaming revenue grew 70.6% year-on-year for the casino, with slot revenue rising from $16.3 million to $26 million and table games from $4.7 million to $9.9 million.

This was followed by Hard Rock Bristol, with revenue growing by 31% year-on-year. The casino's slot gaming revenue rose from $13 million to $17.3 million, while table games revenue increased from $3.2 million to $3.9 million.
Rivers Casino Portsmouth experienced the lowest revenue growth out of the three casinos, only growing by 0.5% from March 2024. Slot gaming revenue increased from $19.5 million to $19.8 million, while table game revenue declined, dropping from $8.2 million to $7.9 million year-on-year.
The three casinos combined produced $15.3 million in taxes in March 2025. $5.1 million went to the three host cities for the casinos, accounting for 6% of each casino’s monthly AGR. Meanwhile, the Problem Gambling Treatment and Support Fund received over $122,000, while the Family and Children’s Trust Fund got over $30,000.
The remaining tax went to the Gaming Proceeds Fund, amounting to $10 million.
While March saw casinos hit revenues never before seen in Virginia, it also marked a significant month in the market’s growth. On March 19, Petersburg officials and developers broke ground on the city’s casino resort construction.
The $1.4 billion project will cover 92 acres and include 450,000 square feet of gaming, hotel, and dining space. At least 1,600 slot machines and a 22-table poker room are supposed to be included. Cordish Companies intends to launch a temporary casino at the site by the end of 2025.
With more gambling options on the way, the Virginia casino revenue record may not stand for very long.
