The Maryland Lottery and Gaming Control Agency has announced the state’s casino revenues for March 2025, revealing the six licensed locations collected $172.1 million. That’s a drop of 3.4% on the $178.1 million generated in March 2024.
However, it is by far the highest total generated since the $173.9 million brought in during August 2024 and is a 10.9% increase on the $155.1 million generated in February 2025.
From these revenues, casinos contributed over $74.5 million in taxes, a decline of 2.5% year over year.
Five of the six licensed casinos in Maryland saw revenues fall year-on-year in March 2025. The casino to see the most significant change was Rocky Gap Casino, where revenues dropped by almost 10% from $5 million to $4.5 million. However, Rocky Gap Casino contributes the least to state-wide revenue numbers.
The most significant contributor, MGM National Harbor, posted revenues 6.2% lower than in March 2024, dropping from $75 million to $70.3 million. The difference between March 2024 and 2025 was around $5 million, a massive factor in that decline.
Other casinos also saw revenues fall between 2024 and 2025, with Hollywood Casino bringing in 2.6% less. Live! Casino & Hotel collected 1.5% less than in 2024, while revenues declined just 0.4% at Horseshoe Casino.

The only casino to buck this trend was Ocean Downs Casino, where revenues increased by over 5% from $7.5 million to $7.9 million. The casino increased its slot machines from 859 in March 2024 to 894 in March 2025 while keeping 19 table games.
While Maryland casino revenues have dropped year-on-year, lawmakers are considering a bill to legalize online casinos in the state. HB 17 was introduced in January 2025 and has been debated once by lawmakers in February. The bill intends to legalize online casinos and allow these platforms to tether to land-based casinos.
Maryland land-based casinos may have mixed views on this proposal. On the one hand, allowing players to access online casino games from home may discourage visitors to land-based casinos and force further revenue drops like those seen in March 2025.
Representative Vanessa Atterbeary’s bill needs to pass the House and Senate before getting approval from the Governor, so it has a long way to go. However, considering it comes hot on the heels of a 2024 bill that passed the House, it shows land-based casinos may need to start preparing for competition with online casinos.
