Revenue figures released this week show that Pennsylvania’s retail casino sector is holding steady compared to the same point last year.
The monthly report issued by the Pennsylvania Gaming Control Board showed that gross gaming revenue generated by the state’s 17 commercial casinos was $283.6 million during April 2025, a slight fall of 0.1% from the $283.9 million revenue figure for last April.
The revenue figure includes returns from slot machines and table games. Table game revenue increased by 2.7% year-on-year in April 2025, from $78.4 million to $80.6 million, but this was offset by a drop of 1.1% for slot gaming revenue, which fell from $205.4 million to $203 million.

According to the revenue figures, there were winners and losers across the retail casino sector, with Hollywood Casino York recording the best performance.
Its combined revenue from slots gaming and table games rose from $7.81 million to $9.06 million, a year-on-year increase of 15.9%.
Other significant increases were recorded by The Casino at Nemacolin (9.0%), Live! Casino Philadelphia (7.6%), Wind Creek Bethlehem (4.3%), and Valley Forge Casino Resort (3.8%).
In contrast, Live! Casino Pittsburgh had less encouraging results for April. The casino saw gross gaming revenue drop from $10.5 million to $9.3 million year-on-year, representing a fall of 11.1%.
While Pennsylvania’s retail casinos continue to generate substantial revenue, lawmakers in the state are debating the issue of skill games, which could impact the retail casino sector.
Skill game terminals are not regulated as slot machines and are currently legal in the state, but concerns have been raised about their potential dangers.
Lawmakers in the state have been debating the issue of skill games for years but have yet to make significant progress. One recent suggestion from Sen. Gene Yaw is to limit the number of skill games any establishment can house and require an ID to play the games.
Yet, Yaw is at odds with Governor Josh Shapiro on the tax rate for skill machine games, proposing 16%, which is way lower than Gov. Shapiro’s preferred 52%.
