L & L Europe Limited will pay £900,000 to settle a Gambling Commission investigation that found it unnecessarily delayed customer withdrawals and fell short on anti-money laundering and safer gambling controls. The regulator announced the settlement on 21 October 2026.

The operator runs seven websites, including allbritishcasino.com, casinocasino.com, and hypercasino.com. It is not the first operator to face action over terms of this kind, after another operator was fined £170,000 for unfair terms and safer gambling failures. This case centres on what players can expect at cash-out.

What the Commission Found on Withdrawals

According to the Commission's public statement, one term limited customers to a single withdrawal request at a time, with no further request allowed until the first had been authorised. The Commission found that term unfair within the meaning of the Consumer Rights Act 2015. Officials also saw requests withheld for reasons other than regulatory or legal requirements.

A separate breach concerned the operator's fraud and collusion policy. It led staff to manually review every fifth or tenth withdrawal for some customers, who then had to provide extra information before the money moved. Licence condition 17.1.1 bars that where the information could reasonably have been requested earlier, and the operator accepted the process delayed withdrawals.

The Commission acknowledged that L & L Europe acted swiftly to address the first breach. It also recorded that the operator has amended its process, and withdrawals are no longer withheld unless a regulatory or legal requirement applies. In the announcement, Sue Young, the Commission's Executive Director of Operations, said:

'A basic expectation is that when you have winnings you can withdraw those swiftly without hinderance from unfair terms and conditions or the operator failing to carry out checks at an earlier stage. That is essential to consumer trust.'

Anti-Money Laundering and Safer Gambling Failings

On anti-money laundering, the Commission said the operator's controls relied largely on financial thresholds and sampling at set thresholds, rather than on risk factors and customer risk profiles. In one example, a customer deposited £4,400 within eight hours of registering and withdrew £50. The source of funds was accepted as a gambling account.

The bank account behind those deposits had been opened two weeks earlier, and the money in it could not be evidenced as coming from employment, business income, or savings. The Commission said the operator did not consider those risks, and that it was not always following its own due diligence procedures.

On safer gambling, alerts for time spent gambling, failed deposits, and number of deposits were active on some of the operator's websites but not all, and fired only when two indicators appeared in one day. One customer made 84 failed deposits in seven days for insufficient funds without the system flagging potential harm.

The statement also cites two customers under 25. One lost £6,500 within three days of opening an account, and the age risk indicator of 21 was not considered. The other, aged 18, lost £4,000 in eight minutes. A customer returning from self-exclusion ended up £98 over a £1,000 net monthly deposit limit across nine days.

Settlement Terms and Lessons for Operators

The £900,000 is a payment in lieu of a financial penalty and goes to the Consolidated Fund. The settlement also includes a published statement of facts and a payment towards the Commission's investigation costs. The breaches covered October 2024 to October 2025 and followed a compliance assessment of the operator's remote licence.

The Commission treated the seriousness of the failings, and their similarity to earlier cases that produced published lessons, as aggravating factors. In mitigation, L & L Europe put an action plan in place promptly, cooperated fully, and accepted the failings early. The settlement follows the £5m Grosvenor Casinos settlement announced earlier this month.

The Commission's good-practice questions ask operators whether their anti-money laundering and safer gambling controls are fit for purpose, whether staff training is recorded, and whether procedures set clear timescales for acting on markers of harm. The full public statement stays on the Commission's register for operators to check against their own withdrawal and monitoring processes.
