Ex-Gambling Commission Director Tim Miller Launches GamReg Consulting

Tim Miller, the former Executive Director of Policy and Research at the UK Gambling Commission, has launched an international advisory firm called GamReg Consulting. The launch, confirmed in a joint statement with Gaming Compliance International (GCI) on 24 September 2026, comes three months after Miller announced his departure from the regulator.

The Gambling Commission announced in June that Miller would leave after ten years of service, with the regulator crediting him with strengthening its research and evidence base and overseeing the launch of the Gambling Survey for Great Britain, the largest survey of its kind in the world.

GCI Named as an Early Client

GCI, a market-intelligence and transaction-monitoring provider for gaming regulators founded in 2025, said Miller will act as its Strategic Advisor, working directly with chief executive Matt Holt to help shape the company's products for regulatory clients as it expands internationally. GCI said it has already identified more than 2,000 active operators in a single unspecified US state, the vast majority of them unlicensed, using its market-monitoring tools.

A Focus on Illegal Gambling Markets

In the joint statement, Miller said GamReg Consulting would help governments and regulators design systems that keep consumers within licensed markets rather than pushing them toward unregulated operators. He argued against what he called 'simplistic, blunt approaches like ever-increasing tax hikes or blanket prohibitions', instead calling for regulation that is 'evidence-led, outcomes-focused and technology-driven'.

The Commission itself has spent the past year recruiting a new chair and rebuilding its senior team following a period of significant regulatory reform tied to the 2023 Gambling Act White Paper, of which Miller was a key architect during his time at the regulator.

What Comes Next

GamReg Consulting has already begun projects with partners in North America, according to the statement, and plans to expand its client base globally through 2027. Miller and Holt are due to speak alongside regulators from Tennessee and the Forest County Potawatomi Gaming Commission on a panel about market intelligence tools at the Global Gaming Expo in Las Vegas on 30 September 2026.

Sarah Fox, a former senior civil servant at the Department for Digital, Culture, Media and Sport, has since taken over Miller's former research and policy role at the Commission. The full announcement is available via Gaming Compliance International's press release.

Miller has also stepped down from his board seat and role as treasurer at the Gambling Regulators European Forum, a body he served on for several years as a senior UK figure. His move into private consultancy adds to a growing list of former UK regulators now advising governments and suppliers internationally, reflecting how in demand UK-trained gambling policy expertise has become as other markets build out their own regulatory frameworks.
