Toronto is Canada's biggest city, its financial capital, and home to the CN Tower, the Raptors, the Leafs and roughly every nationality on earth. What it isn't, perhaps surprisingly, is a casino city. For a metropolis of six million people, the gaming options are remarkably compact. But what Toronto lacks in quantity it more than makes up for in scale. Great Canadian Casino Resort Toronto, which opened in 2023, is the largest casino in Canada and one of the biggest on the continent.

Important Considerations

The legal age for casino gaming in Ontario is 19. Ontario is also home to Canada's most developed regulated online gambling market, launched in April 2022, with nearly 50 licensed private operators offering online casino, sports betting and poker to Ontario residents alongside the government-run OLG.ca platform.

Individual venues may have their own admission policies, so it is worth checking directly with your chosen casino before you travel.

Toronto Land-Based Casino Operators

Toronto's gaming market operates under Ontario's provincial model, with the Crown corporation OLG owning the gaming rights and private companies contracted to operate the venues day to day.

Ontario Lottery and Gaming Corporation (OLG)

One of Canada's largest gaming operators with more than 30 properties across the country, Gateway Casinos and Entertainment operates two Edmonton venues: Starlight Casino inside West Edmonton Mall and Grand Villa Casino in the ICE District. Gateway is known for its Players Club loyalty programme and its Replay Arena electronic gaming zones, exclusive to Alberta.

Great Canadian Entertainment

One of Canada's largest gaming and entertainment companies, Great Canadian Entertainment operates all three Toronto-area casino properties under contract to OLG: Great Canadian Casino Resort Toronto, Pickering Casino Resort and Great Blue Heron Casino and Hotel. The company is responsible for day-to-day operations, staffing, dining, entertainment and customer experience across all three venues.

Mississaugas of Scugog Island First Nation

The Mississaugas of Scugog Island First Nation own the land and casino at Great Blue Heron Casino and Hotel in Port Perry, with gaming operations managed through a partnership arrangement. Revenues are shared with the First Nation community and distributed to charitable organisations through the Baagwating Community Association.

Toronto Casinos and Resorts

Toronto and the Greater Toronto Area have three licensed casino properties, all operated by Great Canadian Entertainment under contract to the Ontario Lottery and Gaming Corporation. The flagship property in Etobicoke is the largest casino in Canada, while Pickering Casino Resort serves the eastern suburbs and Great Blue Heron offers a more relaxed First Nations resort experience about 90 minutes northeast of the city.

Located in Etobicoke at the corner of Highways 401 and 427, adjacent to the historic Woodbine Racetrack, Great Canadian Casino Resort Toronto is the largest casino in Canada. The 328,000-square-foot gaming floor houses over 4,800 slot machines, 175 live table games including blackjack, roulette, baccarat and craps, a 30-table poker room and sports betting kiosks. The casino opened in June 2023 following a $1 billion redevelopment of the former Woodbine Casino, and its connection to Woodbine Racetrack โ€” home of Canada's most prestigious horse race, the King's Plate โ€” makes it one of the few integrated casino resort and racetrack properties in Canada.

The resort includes a 400-room hotel, a 5,000-capacity live entertainment theatre, a 3,800-space parking structure and a food hall with eight dining options from quick-service to fine dining. The property is approximately 20 minutes from downtown Toronto and 10 minutes from Toronto Pearson International Airport.

Did You Know?

Great Canadian Casino Resort Toronto is bigger than the MGM Grand in Las Vegas. The MGM Grand โ€” one of the most iconic casinos on the Strip โ€” has a gaming floor of around 170,000 square feet. Great Canadian Toronto's floor clocks in at 328,000 square feet, nearly twice the size, built next to a horse racing track in suburban Etobicoke. It only opened in 2023, making it not just the largest casino in Canada but one of the largest gaming floors on the entire continent. Montreal held the title of Canada's biggest for 30 years. Toronto took it in under a decade of trying.

๐Ÿ Pickering Casino Resort

Located at 888 Durham Live Avenue in Pickering, approximately 45 minutes east of downtown Toronto, Pickering Casino Resort is a full-service resort destination on the shores of Lake Ontario. The 96,000-square-foot gaming floor houses over 2,200 slot machines, 90+ live table games, 52 electronic stadium gaming terminals and an 18-table poker room open 24 hours a day. A dedicated Great Canadian Sportsbook lounge offers sports betting with multiple screens and bar service.

The resort includes a 275-room hotel with sweeping city and lake views, a 2,500-seat live entertainment arena, an indoor pool, fitness centre and nine dining options including Copperhorn Meet House steakhouse and Sun Sui Wah Cantonese restaurant.

๐Ÿฆ Great Blue Heron Casino

Situated on Scugog Island just east of Port Perry, approximately 90 minutes northeast of Toronto, Great Blue Heron Casino and Hotel is owned by the Mississaugas of Scugog Island First Nation and operated by Great Canadian Entertainment. The 25,000-square-foot gaming floor features 600 slot machines, 20 live table games including blackjack, roulette, squeeze baccarat, Let It Ride, Mississippi Stud and Four Card Poker, plus electronic table games and a Great Canadian Sportsbook. The casino's First Nation heritage is reflected throughout the property in its architecture and interior art, with a distinctive red, blue and cream roof.

The adjacent 116-room hotel sits steps from the gaming floor and offers views of the surrounding lake country. The Nest is an 800-capacity event and entertainment venue on site, and the Water's Edge Restaurant serves the property throughout the day. While a more intimate experience than the city's larger resorts, Great Blue Heron is a popular destination for guests looking to combine a casino visit with a scenic Durham Region getaway.

Responsible Gambling

Gaming is meant to be enjoyable. If it starts to feel like anything other than entertainment, support is closer than you think.

Ontario residents can contact the ConnexOntario helpline at 1-866-531-2600, available around the clock, seven days a week. Every licensed casino in the Toronto area operates a PlaySmart Centre on the gaming floor, offering free, confidential resources and trained staff who can help you make informed decisions about your play.

Before you sit down, decide what you can afford to spend and treat it as the cost of a night out. Never gamble with money set aside for other things, and walk away when you reach your limit. All Ontario casinos participate in OLG's My PlayBreak voluntary self-exclusion programme, which lets you restrict access to gaming facilities across the province for a period of your choosing.
