Quebec's gaming market operates under a fully centralised model, with all casino and gaming hall properties owned and operated by a single Crown corporation.
Established in 1969, Loto-Quebec is the provincial Crown corporation responsible for all gaming in Quebec, including casinos, gaming halls, video lottery terminals, lottery products and the Espacejeux online platform. Casino operations are managed through its subsidiary, the Societe des casinos du Quebec. All net profits are returned to the Government of Quebec to fund public services and community initiatives. Loto-Quebec employs more than 5,000 people across its four casinos alone and welcomes nearly 9.7 million visits per year across all its land-based gaming locations.
Quebec has four licensed casinos operated by Loto-Quebec, spread across the province from Montreal and the Outaouais region to the Laurentians and the Charlevoix coast. The venues range from Canada's largest casino complex to intimate mountain and riverside resort destinations, each offering a distinctly different experience rooted in the character of its surroundings. In addition, Loto-Quebec operates three gaming halls (salons de jeux) in Quebec City, Trois-Rivieres and Rimouski, offering slots and electronic table games without live dealers.
These are Saskatchewan's three largest casino properties, spanning a landmark downtown heritage venue, a First Nations resort destination and a full-service northern entertainment complex.

Located in the former French and Quebec pavilions built for Expo 67 on Ile Notre-Dame in the Saint Lawrence River, Casino de Montreal is the largest casino in Canada. The gaming floor spans more than 526,000 square feet across five interconnected floors, housing over 3,000 slot machines, 115 table games including blackjack, roulette, baccarat and poker, and a dedicated poker room. The 450-seat Cabaret du Casino hosts a year-round programme of live music, comedy and theatrical performances, and the casino features multiple restaurants and bars across its floors. A new five-star hotel managed by Germain Hotels is currently under construction adjacent to the property, with an opening expected in 2026-27. The casino is accessible by Metro via the Jean-Drapeau station and by free shuttle from the city centre.
Situated on the shores of Leamy Lake in Gatineau, just seven kilometres from downtown Ottawa, Casino du Lac-Leamy draws a substantial cross-border crowd from the National Capital Region. The gaming floor features approximately 1,700 slot machines, 40 table games including blackjack, baccarat, roulette and poker, a dedicated OK Poker room and sports betting terminals. A 1,100-seat performance hall hosts live entertainment throughout the year.
The casino is directly connected to the five-star Hilton Lac-Leamy, which offers 349 rooms and suites overlooking Leamy Lake, an indoor and outdoor pool, the AmeriSpa wellness facility and multiple dining options including the award-winning Arome Seafood and Grill. The hotel features Dale Chihuly blown-glass sculptures in its lobby and offers 47,000 square feet of meeting and event space.
Perched on the cliffs of Pointe-au-Pic overlooking the Saint Lawrence River, approximately 150 kilometres east of Quebec City, Casino de Charlevoix is one of the most scenically situated casino properties in Canada. The 70,000-square-foot gaming floor houses over 700 slot machines, nine table games including blackjack, roulette and baccarat, and sports betting terminals. Inaugurated in 1994, it was the first of Quebec's casinos to be linked directly to a hotel.
The adjacent Fairmont Le Manoir Richelieu is a landmark Chateauesque resort dating to 1929 with 405 rooms, a full-service spa, two all-season outdoor pools, a 27-hole golf course and conference facilities accommodating up to 1,000 guests. Dining options on site include multiple restaurants and bars, and the complex also features a via ferrata and zip-line course for outdoor enthusiasts. A free shuttle service operates between the casino and the Salon de jeux de Quebec for Casino Privileges members.
Nestled on the mountainside at Versant Soleil within the Mont-Tremblant ski resort, Casino de Mont-Tremblant is Quebec's smallest casino but arguably its most atmospheric. The three-floor gaming floor features over 400 slot machines, 14 table games including blackjack, roulette and baccarat, electronic gaming terminals and a poker room open on Fridays and Saturdays. A high-rollers section, two private lounges and the Altitude Seafood and Grill restaurant complete the venue.
There is no on-site hotel, but Mont-Tremblant is a full-service resort destination with an extensive range of accommodation, dining, skiing, cycling and hiking options within walking distance or a short gondola ride away. A free shuttle connects the casino to the pedestrian village and surrounding hotels throughout the day.
All four of Quebec's casinos offer poker. Players must be 18 or older to participate.
Casino de Montreal (Montreal) Dedicated poker room offering Texas Hold'em cash games and regular tournaments, with progressive bad beat jackpots that can exceed $1 million.
Casino du Lac-Leamy (Gatineau) The OK Poker room features nine Texas Hold'em tables with cash games running daily, with minimums starting at $1/$2.
Casino de Charlevoix (La Malbaie) Poker available within the table games area, open daily.
Casino de Mont-Tremblant (Mont-Tremblant) Poker room open on Fridays and Saturdays only.

Quebec has no active horse racing venues with associated casino or gaming facilities. Pari-mutuel horse racing operates separately in the province under the RACJ but is not combined with casino gaming in the way seen in other Canadian provinces.
