The UK Gambling Commission has suspended the licence of Victoria Gate Casino, VGC Leeds Limited (operating licence no. 000-043603-N-322897-005) following serious concerns about its anti-money-laundering controls and governance.
The regulator announced on 31 October 2025 that it was launching a review under section 116 of the Gambling Act 2005, citing possible violations of the Act and licence conditions. The suspension takes effect immediately.
During a recent compliance assessment, investigators found that VGC Leeds had failed to maintain and implement effective anti-money-laundering (AML) policies, procedures, and controls required under its licence.
The Commission said it had
“serious concerns regarding the adequacy of decision-making processes and the licensee’s response to identified AML and counter-terrorist financing risks.”
Those shortcomings, it said, raised questions about the operator’s governance and risk management structures.
The regulator added that such failings “represent a serious threat to the licensing objectives,” particularly the aim of keeping crime out of gambling.
The Gambling Commission said that during the suspension period, VGC Leeds is expected to focus on treating consumers fairly and keeping them informed about any developments affecting them.
The operator remains under investigation and cannot offer gambling services in the UK until the suspension is lifted.
The case underscores the Commission’s continued enforcement focus on anti-money-laundering compliance within the UK’s regulated gambling market. In recent years, several operators, including Entain, William Hill, and 888 Holdings, have faced significant penalties for similar failings.
Such enforcement actions reinforce the regulator’s message that operators must prioritise strong AML and governance systems or risk suspension or revocation of their licences.
