The UK Gambling Commission has launched a consultation to update its Licence Conditions and Codes of Practice (LCCP) in line with new consumer legislation.
The Digital Markets, Competition and Consumers (DMCC) Act 2024 came into force earlier this year, modernising the UK’s consumer rights framework. The act strengthens protections against unfair trading and streamlines alternative dispute resolution for consumer contract disputes.
The legislation revoked the Consumer Protection from Unfair Trading Regulations 2008 (CPUTR) and will also repeal the Alternative Dispute Resolution for Consumer Disputes Regulations 2015 (ADRR), replacing both with updated provisions.
Both sets of regulations are referenced in the Gambling Commission’s Licence Conditions and Codes of Practice (LCCP). That means the regulator must update its framework to reflect the law as it stands.
The consultation opened 18 August 2025 and will close on 29 September 2025. It proposes amending LCCP references to CPUTR and ADRR, replacing them with citations to the DMCC Act.
“These changes won’t extend beyond the legal obligations on licensees,” the Commission noted. Instead, the update is about ensuring the rules mirror current law.
What Does it Mean for UK Gambling Licencees?
The LCCP underpins the obligations for all UK gambling licensees. Ensuring it reflects modern consumer protection law is essential for maintaining compliance and safeguarding players.
The Commission is inviting responses from stakeholders including licensees, industry professionals, consumer advocates and members of the public.
“All stakeholders, including consumers, gambling licensees and members of the public are invited to share their views on these proposals,” the Commission said. “These views will help us decide if we have considered all the required changes and made the appropriate amendments.”
