Brighton’s beachfront Grosvenor Casino is looking to vary its licence, aiming to convert its current classification into what’s known as an “extended converted casino licence.”
The application was submitted by Grosvenor Casinos Limited, a major UK operator headquartered in Maidenhead, Berkshire. The proposed change does not involve any physical alterations to the venue, nor does it expand the venue’s overall licensable area.
The application falls under the Gambling Act 2005 and specifically references Part 5 of Schedule 1 of The Gambling Act 2005 (Mandatory and Default Conditions) (England and Wales) Regulations 2007.
This particular upgrade to an “extended converted casino licence” allows qualifying venues, those licensed before the Gambling Act 2005 took full effect—to apply for broader gaming permissions. These include updated operational conditions and potentially more flexible gaming formats under the revised licensing structure.
While the exact internal changes to operational scope haven’t been detailed publicly, the application does include an updated internal premises plan. The city council confirmed that no major structural modifications or expansions are part of the proposal.
Residents and businesses that may be affected by the variation can submit written representations to the licensing authority. This includes:
• People living close enough to be impacted by the authorised activities.
• Businesses with interests that might be affected.
• Anyone representing someone from the above categories.
The deadline for representations is Sunday, 30 November.
According to the public notice, it is a criminal offence under Section 342 of the Gambling Act 2005 to provide false or misleading information to a licensing authority in connection with this application.
More details about the application, including how to review it or submit comments, are available on the Brighton & Hove City Council’s licensing portal or directly at the Public Notice Portal: View Notice.

Most of my career was spent in teaching including at one of the UK’s top private schools. I left London in 2000 and set up home in Wales raising four beautiful children. I enrolled at University where I studied Photography and film and gained a Degree and subsequently a Masters Degree. In 2014 I helped launch a new local newspaper and managed to get front and back page as well as 6 filler pages on a weekly basis. I saw that journalism was changing and was a pioneer of hyperlocal news in Wales. In 2017 I started one of the first 24/7 free independent news sites for Wales. Having taken that to a successful business model I was keen for a new challenge. Joining the company is exciting for me especially as it is a new role in Europe. I am keen to establish myself and help others to do the same.
