Ontario Launches Strategic iGaming Review Amid $10B Revenue Milestone

Ontario’s government has launched a comprehensive review of its gaming sector, including both online and land-based casinos, as the industry gears up to surpass CA$10 billion in total revenue for the first time.

The announcement came from Minister of Tourism, Culture and Gaming Stan Cho during the Canadian Gaming Summit in Toronto, marking a pivotal moment for Ontario’s fast-evolving iGaming landscape.

$3.2B in iGaming Revenue as Province Eyes Historic Growth

Ontario’s regulated online casino market continues to accelerate, recording CA$3.2 billion in gross gaming revenue for fiscal year 2024–25—a 32% year-over-year increase. This marks the highest figure since the province legalized iGaming in 2022.

Minister Cho stated that total gaming revenue in Ontario is on track to exceed CA$10 billion this year, with CA$6.82 billion from the Ontario Lottery and Gaming Corporation (OLG) and CA$3.7 billion from iGaming Ontario (iGO).

“This year, for the very first time, we expect that the industry will exceed $10 billion in gaming revenue,” Cho told attendees.

A Bottom-Up, Operator-Focused Review

The strategic review aims to cut red tape, streamline compliance, and modernize regulatory frameworks, with a clear focus on industry collaboration.

“We are going to listen to the experts… to what affects you as the operators,” Cho said, assuring the audience the review would not be a “top-down” process.

The government’s approach has been welcomed across the sector, particularly as concerns mount over rising compliance costs and reporting redundancies.

iGaming Ontario Gains Independence from AGCO

The review follows a major governance shift: iGaming Ontario’s formal separation from the Alcohol and Gaming Commission of Ontario (AGCO). iGO will now operate as a standalone agency, a move aimed at improving accountability and agility in regulatory decision-making.

Paul Burns, president and CEO of the Canadian Gaming Association, endorsed the changes. “The minister talked about duplication, more efficiency. That’s exactly what we want,” he said.

Burns also pointed to rising compliance costs as a pain point in a competitive iGaming environment. “It’s troublesome in competitive markets… those are dollars that could be allocated better,” he said.

For Ontario casinos, and those eyeing market entry, the review signals a clear intent to remove barriers to growth, reduce compliance overhead, and support innovation. 

It also suggests the province is committed to maintaining its status as a global iGaming leader, while keeping the market safe and well-regulated.
