Five Arrested and Charged In Alleged Calgary Casino Fraud

Five people, including two casino employees, have been arrested and charged after it’s believed they colluded to defraud a Calgary casino.

In a statement released by the Calgary Police Service, it’s said that two men and three women are thought to have been involved in a scheme where two casino workers issued unearned winnings to three players of various card games.

Authorities believe this happened on several occasions between Friday 31st October and Wednesday 19th November 2025 at an unnamed casino in the southwest of the city.

Concerns were initially raised when casino management became suspicious of possible fraudulent activity and conducted their own investigation, before later contacting police.

All five suspects were subsequently arrested at the Alberta land-based casino on the afternoon of November 19th, and were later charged.

Court date set for 22nd December

As a result, Yalan Yin, 50; Leonilo Calahi Juan, 51; Rui Qin Huang, 52; Rosielyn Konno, 57; and Catherine Manipon, 48 are each charged with one count of fraud over $5,000.

Manipon and Konno are also charged with one count each of criminal breach of trust.

All allegations have yet to be proven, and the accused will appear before a court on Monday, 22nd December.

Inspector Scott Neilson of the Calgary Police Service said in a statement:

“Addressing financial crime requires a united approach across different agencies.

The Calgary Police Service works closely with regulatory bodies and industry partners to ensure gaming industry standards are followed, and those who attempt to exploit them are held accountable.

We thank our investigators and partners for their diligent work in helping us advance this investigation.”
