Cork Casino Group Takes Planning Refusal to National Appeals Body

Coalquay Leisure Limited, the operator behind Cork's 'Gold Rush' casino chain, has appealed a Cork County Council planning refusal to An Coimisiún Pleanála, taking a dispute over a proposed Midleton gaming arcade to the State's national planning authority.

The commission confirmed the case, reference PL04.501893, was lodged on 14 August 2026 and is due to be decided by 17 December 2026. The appeal covers a mixed-use scheme at 54 Main Street and Distillery Lanes, Townparks, Midleton, County Cork.

Council Approved the Café and Apartments, Refused the Arcade

Cork County Council's planning department approved the wider application, which included the change of use of an existing shop to a café and the reconfiguration of upper floors into a five-bedroom apartment unit. Councillors declined only the element that would have converted a residential unit into a gaming and amusement arcade at ground floor level.

Coalquay Leisure's appeal argued that the county's own development plan lists leisure facilities among the appropriate uses for town centres, and pointed to a separate decision allowing a similar casino to open in Cobh. The case file, published by An Coimisiún Pleanála, shows the council received ten third-party objections to the arcade element before refusing it.

Objectors Cited the Site's Proximity to Schools

Among the objectors was Fine Gael councillor Rory Cocking, who told the Irish Independent the proposed arcade was 'neither warranted nor wanted' in Midleton town centre and said it would sit within walking distance of the town's four secondary schools.

'Such regular availability can only further promote gambling activity and fuel addiction from an early age,' Cocking said of the arcade's proposed location.

The objection reflects a pattern raised elsewhere in Ireland's gambling regulation debate, where local authorities have increasingly treated gaming premises as a land-use and planning matter rather than one for a national regulator.

Case Adds to a Wider Pattern for Land-Based Gaming Venues

Casinos.com, which reports on and advocates for the land-based gaming sector, said the Midleton refusal was 'the latest example of Irish planning authorities treating gaming venues as uniquely objectionable', pointing to the absence of a comprehensive national licensing framework for casinos.

'Planning refusals for gaming venues in Ireland are almost always about zoning and local politics rather than any principled objection to the industry,' Casinos.com founder Lee Gwilliam said. 'Cork County Council blocking a change of use while simultaneously approving a café and apartments on the same site tells you everything about how these decisions get made.'

Ireland's casino sector has repeatedly raised concerns that, without a dedicated licensing regime, individual operators are left to fight planning battles site by site. An Coimisiún Pleanála will now examine the Midleton file afresh, with both Coalquay Leisure and Cork County Council listed as active parties to the appeal.

Ireland has no dedicated casino licensing regime; land-based gaming venues currently operate under a patchwork of gaming and lottery legislation and local authority planning powers, which is why disputes such as the Midleton refusal are decided by planning bodies rather than a gambling regulator. A decision on the Coalquay Leisure appeal is due by 17 December 2026.
