AGCO Fines Betty Gaming $120K Over Underage Accounts

Ontario's gaming regulator has ordered monetary penalties totalling $120,000 against Betty Gaming Ltd after failures in its age-verification and player-eligibility controls allowed underage individuals to open accounts, and in several cases deposit money and gamble, on Betty.ca.

The Alcohol and Gaming Commission of Ontario (AGCO) handed down the penalties over breaches of the standards that govern online casinos in Ontario.

What Went Wrong

According to the regulator, Betty Gaming flagged a vulnerability in Betty.ca's age-restriction and player-eligibility controls in November 2025.

The defect allowed nine individuals under the age of 19 to create accounts, deposit funds and gamble on the site.

A further 14 underage users managed to create accounts but did not deposit money.

Ontario's standards require operators to have effective safeguards against underage access and to validate a player's eligibility before an account is created; players there generally must be 19 or older to gamble online.

"The legal age requirement is one of the most basic and important safeguards in Ontario's regulated gaming market. Young people must not be able to create accounts, deposit money, or gamble online," said Dr. Karin Schnarr, chief executive officer and registrar of the AGCO.

"Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario's regulated market."

Betty Gaming has the right to appeal the penalty within 15 days to the Licence Appeal Tribunal, an adjudicative body that is part of Tribunals Ontario and independent of the AGCO.

A Self-Reported Breach

The case originated with Betty Gaming itself.

The operator notified the AGCO in November 2025 after identifying the vulnerability in its own age-restriction and player-eligibility controls.

The penalties cover breaches of sections 3.01 and 3.04 of the Registrar's Standards for Gaming, which require operators to block underage access and to validate a player's details before an account is created.

A Newer Name in Ontario

Betty Gaming launched Betty.ca in Ontario in early 2023, one of the smaller operators competing against the market's established international brands.

The company was co-founded in 2022 by Justin Park and Chavdar Dimitrov and runs its Ontario site as a registered operator under iGaming Ontario.

Not the First Age-Check Penalty

The action is not the AGCO's first over age controls.

In 2025, the regulator issued $151,000 in penalties against Great Canadian Entertainment after minors were found to have accessed gambling on several occasions at Toronto-area casinos.
