Brazil's Betting Demand Falls Back to 2022 Levels After Ban

Search demand for Brazil's licensed betting brands has fallen all the way back to where it stood in September 2022, before the country's regulated market existed, according to new data from the betting intelligence firm Blask. The market has erased four years of growth in a matter of weeks.

The collapse follows the measure that banned fixed-odds betting, Provisional Measure 1.394/2026, signed by President Luiz Inácio Lula da Silva and published on 25 September 2026, which ended federal authorisations for the licensed .bet.br market.

Search Demand Erased Four Years of Growth

Blask's monthly search-demand series shows that, through 24 September, demand for Brazilian betting brands was running about a third above the September 2022 benchmark, with August already 7% above it. By the end of September, that gap had vanished entirely, with the month finishing just 2% below the 2022 level.

Blask said its daily data shows onshore and offshore search both spiked the day after deposits closed, 'then licensed demand collapsed and offshore demand fell back to that day's level,' with the offshore share of Brazil's total branded betting search climbing from 5% on 25 September to 29% by 9 October.

Deposits on licensed sites stopped the day the measure was published. Licensed platforms themselves went fully offline on 6 October 2026, after which Blask recorded search interest settling at levels last seen before Brazil's regulated market opened in 2024.

Brazil's Ministry of Justice has said separately that 187 of the market's 188 authorised betting sites had already stopped operating by 6 October, with a block requested for the one that had not. Around R$1.325 billion in player balances remained with the country's banks, due to be returned to roughly 26.5 million bettors between 9 and 14 October.

Licences Expire as Congress Clock Runs

The timing adds pressure of its own. Licences issued under Law 14.790, the legislation that created Brazil's regulated betting market, are due to expire on 25 October 2026, less than two weeks after Blask published its findings.

Brazil's Congress can still convert the Provisional Measure into permanent law, amend it, or let it lapse. Lawmakers face a first deadline of 23 November 2026 to act, with one further 60-day extension available if they need more time, meaning the ban's final shape is still being decided in Brasília rather than settled.

Licensed operators have asked Brazil's Supreme Court to suspend the measure while that legislative process plays out, arguing the shutdown came without the constitutional safeguards a permanent ban would require.

Blask's data does not settle that legal argument, but it does show how quickly a regulated market's consumer demand can be pushed back to where it started, a pattern the firm has tracked since the Senate's earlier decisions on Brazil's online casino market first shaped the rules operators now say were pulled from under them.

Full details of the search-demand series, including the daily onshore and offshore breakdown, are published with the underlying methodology on Blask's website.
