Kentucky does not have commercial casino gambling. It never has. The state sits surrounded by neighbours that do - Indiana, Ohio, West Virginia, Tennessee - and for decades Kentuckians have been crossing state lines to play. Then in 2018, Churchill Downs found a way to bring the gaming floor to Louisville without technically being a casino at all.
Derby City Gaming opened on September 14, 2018, owned and operated by the same company that runs the Kentucky Derby. It is built around Historical Horse Racing machines, terminals that look, sound, and play almost identically to slot machines, but are legally classified as pari-mutuel wagers on anonymized historical horse races. The Kentucky Supreme Court upheld their legality in 2021, and Churchill Downs has since built a network of five HHR facilities across the state. Derby City on Poplar Level Road is the flagship, and a $76 million expansion completed in 2023 added a five-story hotel, an upscale steakhouse, and significantly more gaming floor to what was already Louisville's most popular gaming destination.
Derby City Gaming sits at 4520 Poplar Level Road in Louisville, easily accessible right off I-264. The Louisville Muhammad Ali International Airport is approximately two miles away, making it one of the most conveniently located gaming properties relative to a major airport anywhere in the region. Downtown Louisville is about 15 minutes north. Free self-parking is available on site, and the property operates 24 hours a day, seven days a week. All guests must be 21 or older to enter.
The 93,000-square-foot property houses over 1,300 Historical Horse Racing terminals covering a wide range of popular gaming themes. The gaming machines (remember, not slots) include titles like Buffalo, Wheel of Fortune, Ultimate Fire Link, Lock it Link, and Mayan Chief Great Stacks, supplied by major gaming manufacturers including IGT, Aristocrat, and Konami. To the player, the experience is virtually indistinguishable from a traditional slot floor. You spin, you win or lose, and the bonuses and jackpots work exactly as you would expect. The HHR mechanics happen invisibly in the background.
The gaming floor is entirely non-smoking indoors, which I think is awesome, but many won’t. It is also a genuine differentiator from the Indiana casinos across the river. Players who want to smoke can use a separate open-air outdoor smoking patio. The layout is open and well lit without being harsh, and the atmosphere is lively without feeling overwhelming.
A dedicated high limit gaming area is available for players who prefer bigger denomination play, and a VIP gaming space was added as part of the 2023 expansion.
One thing to be clear about upfront: Derby City Gaming does not offer traditional table games like blackjack, craps, or roulette, and there is no poker room. This is not a full-service casino in the conventional sense. If table games are your priority, the nearest options are across the river in Indiana.
Race and Sports Book kiosks are available throughout the property for horse racing simulcast wagering and sports betting. The Center Bar and Sports and Stage Bar both have screens showing live racing and major sporting events. It is a functional setup rather than a dedicated sportsbook lounge, but it covers the basics for visitors who want to bet on sports alongside their gaming session.
Derby City Gaming uses the FastTrack Rewards program, which is free to join at the Player Services desk. Members earn points through gaming play, which can be redeemed for free play, dining credits, hotel stays, and entry into exclusive giveaways. New members receive a welcome spin for up to $2,500 in free play upon joining. The program runs regular promotions including drawings, cash giveaways, car giveaways, and multiplier events. As a Churchill Downs property, FastTrack also links into the broader Churchill Downs loyalty network.
The hotel is one of the most genuinely charming aspects of Derby City Gaming. The five-story, 123-room tower opened in mid-2023 and is themed around the Kentucky Derby and Churchill Downs' horse racing heritage. Life-size horse artwork runs floor to ceiling above beds in some rooms. Racing memorabilia, Derby imagery, and rich equestrian decor run throughout the corridors and common areas.
Rooms are available in Luxury King, Luxury Double Queen, King Suite, and Presidential Suite configurations. Standard rooms run around 430 square feet, with suites reaching 950 square feet and the Presidential Suite stretching to 2,200 square feet across two bedrooms and two bathrooms. All rooms include 55-inch streaming TVs, complimentary WiFi, mini-refrigerator, coffee station, and goose down pillows. King Suites include views over the property's on-site horse training track, which is a genuinely unusual and pleasant amenity. The hotel building is connected directly to the gaming floor.

Oliver's Chop House and Bourbon Bar is the standout, an upscale steakhouse and bourbon bar that opened as part of the 2023 expansion. The menu features steaks, seafood, and Kentucky-forward cocktails in an elegant setting. Lil' Wagner's handles casual American comfort food and serves breakfast daily with vouchers available at the front desk. Railbirds Hot Chicken is the casual quick-service option, serving Nashville-style hot chicken to the gaming floor crowd.
The Center Bar is the signature drinking destination, a 60-seat bourbon sports bar with 14 enormous 85-inch TVs showing live racing and sporting events. Live music and DJs perform every weekend on the adjacent stage.
There is no pool or spa at Derby City Gaming and Hotel. The fitness facilities are available for hotel guests, and the property's proximity to the airport means there are several well-equipped hotels nearby for visitors who need those additional amenities.
Live entertainment runs every weekend on the stage adjacent to the Center Bar, with local bands and DJs covering a range of genres. The property also runs regular promotional events, drawings, and giveaway nights throughout the week, which gives the gaming floor a consistently lively atmosphere beyond just the machines themselves.
The location close to Churchill Downs means that Kentucky Derby week and other major racing events turn the surrounding area into one of the most exciting entertainment zones in the country, and Derby City Gaming benefits directly from that proximity.
Derby City Gaming and Hotel is a genuinely enjoyable property that succeeds on its own terms rather than trying to be something it is not. The HHR gaming floor is modern, well-maintained, and smoke-free indoors which is a significant advantage over Indiana competitors for Louisville locals who prefer not to leave smelling of cigarette smoke. The hotel is beautifully themed, thoughtfully designed, and consistently praised for its cleanliness and quality. Oliver's Chop House punches well above what you might expect from a gaming venue restaurant.
The absence of traditional table games and a proper poker room is the most obvious limitation, and visitors arriving with a blackjack session in mind will need to make the drive to Indiana. But for slot players, horse racing fans, and visitors looking for a comfortable Louisville base with genuine gaming entertainment attached, Derby City delivers the goods with considerable style. The Churchill Downs pedigree shows in everything from the decor to the operational standards, and that is not a bad starting point.
