Bally's Dover Casino Resort is the largest casino destination in Delaware, and it earns that title pretty emphatically. Located on North DuPont Highway in Dover, the state capital, this is a property with genuine history behind it.
It opened in 1995 as Dover Downs, operated by the local Downs family for decades, and has been part of the fabric of Delaware gaming since the state first authorized casino-style machines at its racetracks in the mid-1990s.
The rebranding to Bally's came in 2021 following a merger, but the bones of the operation remain the same: a 500-room hotel that is still the largest in Delaware, a 57,000 square foot casino floor, over 2,000 slot machines, nearly 30 table games, an 18-table poker room, a full-service sportsbook, live harness racing during the winter season, a South Pacific-inspired spa, the 1,500-seat Rollins Center entertainment venue, and tax-free shopping in the Colonnade.
It's a lot under one roof, and for the Mid-Atlantic region it remains a competitive resort destination.
Dover is situated in the heart of Delaware and the property is straightforward to reach from most of the Mid-Atlantic. From Wilmington it's about 45 minutes south on Route 1. From Philadelphia it's around an hour. From Baltimore you're looking at roughly an hour and a half northeast. From Washington DC the drive is about two hours. The property also sits directly adjacent to Dover International Speedway, a visual landmark you can't miss on the approach.
Free parking is available on site, though the lots can fill up during NASCAR race weekends at the adjacent Dover Motor Speedway, which is the most attended sporting event in Delaware.
The casino floor is open 24 hours, seven days a week, and requires visitors to be 21 or older to enter. Like all three Delaware casinos, the gaming machines at Bally's Dover are Video Lottery Terminals operated through the Delaware Lottery's central system, rather than conventional slot machines.
The VLTs look and function like slots in practice, but operate under state lottery oversight, which affects the payout structure and regulatory framework. In practical terms the experience at the machine is the same though.
The one thing to flag immediately and positively (for me at least): Delaware's Clean Indoor Air Act took effect in November 2022, banning smoking indoors at casinos. Bally's Dover responded by opening an outdoor smoking gaming patio in October 2024, giving smokers a dedicated outdoor option.
Nearly 30 live table games cover the main options in a proper full-service setup, something that distinguishes Bally's Dover from Delaware Park in scope. However, only around half were actually in use when I was there, which was a little frustrating as the casino was busy. There is also an 18-table poker room running cash games and tournaments.

The table game options are as comprehensive as you'll find anywhere in the state, and for visitors coming from Philadelphia or Baltimore who want a full casino table game experience without making the longer trip to Atlantic City or Maryland Live, Bally's Dover covers most of what they'd be looking for.
A High Limit Salon covers 14,000 square feet and over 200 gaming machines, alongside high-limit tables.
The 38-table poker room is one of the most active in Southern California too, running cash games and tournaments frequently.
Pechanga Resort Casino also offers a 700-seat bingo hall to round out the gaming options, making it one of the larger dedicated bingo facilities at any casino resort in California.
Over 2,000 VLTs (remember: slots but not slots) span the casino floor, which is a number comparable to many of Las Vegas’ flagship properties. Popular titles, such as Dragon Link, Huff N Puff, and Wheel of Fortune are well represented, despite the whole VLT thing. See, I told you it didn’t really make a difference.
Free coffee and soft drinks are available to players on the casino floor, but you’ll have to pay for any alcohol you’d like.
The Race and Sportsbook at Bally's Dover handles both horse racing wagering and sports betting in one dedicated space. Live harness racing runs on the property's 0.625-mile oval track from November through to mid-April, which is a useful winter draw when the surrounding racing calendar is quiet.
Simulcast thoroughbred and harness racing runs year-round. Sports betting covers football, basketball, baseball, hockey, soccer, auto racing, boxing and MMA, golf, and more across professional and college sports, with the exception of Delaware college teams per state law.
The harness racing at Dover has a particular character worth noting: the track sits inside Dover International Speedway, so during NASCAR events the racing oval is literally surrounded by one of the most famous stock car tracks in the country. It's an unusual visual that gives the racing at Dover a one-of-a-kind backdrop.
Bally Rewards is the property's loyalty programme, integrated with the broader Bally's Corporation network across their properties in the US and internationally. Points earned at Dover count toward the wider Bally's ecosystem, making it useful for frequent visitors who also use other Bally's properties.
Earning points on slots and table games unlocks dining credits, hotel offers, entertainment tickets, and promotional entries. New members receive a welcome offer on sign-up, but what you get depends on what promotions are running when you arrive.
Bally’s Rewards covers a lot of properties nationally, so it’s definitely one worth joining I think. Sadly, of course, there is not a Bally’s casino in Las Vegas at present though, which is a shame. RIP Trop.
The 500-room hotel is the largest in Delaware and received its AAA Four Diamond rating when the property was still Dover Downs. The hotel tower is 17 stories and visible for miles, making it one of Dover's defining landmarks. With 60 suites including 11 spa suites, the accommodation range covers most requirements from a simple overnight stay to a full weekend resort experience.
The Rooms at Bally’s Dover are quite striking with dark wood furnishings and plush bedding, refrigerators, coffee makers, in-room safes, and free WiFi. The bathrooms are well finished and the overall room quality is comfortable and reliable without being cutting-edge luxury. Rooms face either the racetrack or the city, and the racetrack-view rooms have an unusual and interesting outlook, particularly during harness racing season or on a NASCAR weekend when the surrounding speedway comes to life.
The hotel does show its age in certain areas though, with furnishings and carpeting in some rooms feeling dated, and the occasional whiff of residual smoke from the property's smoking years. The renovation work that has been ongoing brings improvement incrementally, and more recent room reports are considerably more positive than older ones.
Also note that NASCAR weekends push the hotel to full capacity and significantly higher pricing, so it may not be the best time for a casino visit.
Bally's Dover has a range of dining covering everything from upscale to casual, with bars and nightlife options extending the evening options beyond the casino floor.

The buffet seems to be the popular draw here, particularly for its rotating themed nights and the value it offers for a larger meal. It was alright. I mean, once you’ve had one casino buffet I think you have pretty much had them all to be honest. The one at Bally’s Dover was neither surprisingly good nor shockingly bad.
Best Odds keeps the kitchen running later than the rest, but if you like a late gambling session then I suggest you plan ahead.
The indoor pool and sauna are available to hotel guests and are useful amenities in a state where weather is not always cooperative. Toppers Spa and Salon is a South Pacific-inspired full-service operation offering massages, facials, body treatments, nail care, and waxing. Reservations are recommended for treatments.
The fitness center is equipped with both cardio and weight training equipment and is open to hotel guests.
The Rollins Center is an 18,000 square foot multipurpose ballroom that serves as the main entertainment venue, handling concerts, comedy acts, and other headline performances with a capacity of 1,500 for theater-style events. Acts who have performed here include Boyz II Men, Tracy Lawrence, and Howie Mandel, giving a sense of the range the venue covers.
Bally's Dover is a reliable, well-rounded casino resort that punches comfortably above the expectations most visitors bring to Delaware. I loved the fact it has a smoke-free casino floor, but I appreciate that others may well hate that and feel downright excluded by it. It is an old argument that isn’t getting resolved any time soon.
The table game selection is the strongest in the state, and the hotel's size and the presence of the Rollins Center give the property a scale that neither of its Delaware competitors can match. And for anyone who wants to combine casino gaming with live harness racing, the winter season at Dover delivers something genuinely distinctive in the Mid-Atlantic gaming market.
The hotel shows some age in places, and the dining options, while solid, don't provide a standout destination restaurant in the way that a property of this ambition might aspire to. Neither is a dealbreaker, though. Bally's Dover remains Delaware's most complete casino resort and the obvious first stop for anyone visiting the state for a proper gaming weekend.
