Dutch Regulator Begins Renewing First Five-Year Online Gambling Licences

The Netherlands' gambling regulator has begun renewing the first batch of five-year online gambling licences it granted when the country opened its regulated online market in 2021, starting a cycle of reviews that will run through the coming year.

Holland Casino Online became one of the first operators to clear the process, confirming on 6 August 2026 that the Kansspelautoriteit (KSA) had extended its licence by five years from 1 October 2026.

The renewals matter because they mark the first licensing cycle since the Netherlands legalised online casino and sports betting under the Remote Gambling Act, known locally as the Wet kansspelen op afstand or Koa. Operators were licensed for five years when the market went live on 1 October 2021, so the earliest permits are now reaching expiry and must be reassessed before those operators can keep trading.

Licensing carries strict obligations under the Koa framework. Operators must connect customers to the national self-exclusion register, Cruks, and follow the deposit, advertising, and duty-of-care rules the KSA enforces. A renewal signals the regulator is satisfied an operator has continued to meet those standards.

Holland Casino Online Secures a New Five-Year Term

In a statement on its newsroom, Holland Casino said the extension confirmed the regulator's confidence in how it runs a safe and responsible online offering, and would let it keep serving players inside the Dutch supervisory system for another five years.

'We will keep working in the period ahead on a safe and responsible online offering, in which player protection always comes first,' said Petra de Ruiter, chief executive of Holland Casino. 'At the same time, it remains essential that the regulated market is attractive enough to keep players away from unregulated providers, where oversight and protection are lacking.'

The operator published the comments in a statement on its own newsroom on 6 August 2026, the same day it welcomed the regulator's decision.

A Renewal Cycle Begins for the 2021 Market

The decision comes as the Dutch regulated online market continues to develop, with the KSA overseeing licensed casino and sports betting brands that must meet strict duty-of-care and consumer-protection rules to hold a permit.

The regulator has also been weighing tighter player-protection measures. Operators have argued that limits set too low risk pushing some customers towards unregulated offshore sites, a concern Holland Casino echoed in its own statement on the extension.

For players, a renewed licence signals that an operator has again satisfied the requirements set by the Kansspelautoriteit. Only licensed operators may legally offer online casino and betting to residents of the Netherlands, and each applicant is assessed before a further term is granted.

More renewals are expected through the coming year as other launch-era licences approach their expiry, set against a wider review of Dutch gambling policy. Because the KSA reviews each application individually, approvals will land case by case rather than on a single date.
