The Netherlands' gambling regulator, the Kansspelautoriteit, has renewed the online licence held by state-owned operator Holland Casino for a further five years, allowing it to keep running regulated internet gambling from 1 October 2026. Holland Casino confirmed the decision on 6 August 2026, calling it an endorsement of its approach to safe and responsible online play.

The renewal matters because the first wave of Dutch online licences, issued when the regulated market opened on 1 October 2021, is reaching the end of its initial five-year term. Holland Casino, which is wholly owned by the Dutch state, was among the first operators licensed under the Remote Gambling Act, so its continuation sets an early marker for how the regulator intends to handle the coming round of renewals.

Regulator Extends Permit From 1 October 2026

Under the decision, Holland Casino Online may continue to offer regulated online casino and betting products within the Dutch supervisory system for another five years.

The operator said the licence lets it keep providing games that meet strict requirements on duty of care, consumer protection, and safe play, and that keeping players inside the regulated system remains central to the regulated model.

Holland Casino is the only state-owned gambling operator in the Netherlands, running physical casinos alongside a licensed online arm that launched when the regulated market opened in October 2021. The Kansspelautoriteit licenses and supervises all remote operators under the Remote Gambling Act, and its permits carry conditions on advertising, deposit limits, and player monitoring.

Channelling Players Away From Unlicensed Sites

Holland Casino framed the renewal around channelisation, the share of players who gamble with licensed rather than unlicensed operators. In a statement published on its company newsroom, chief executive Petra de Ruiter linked the licence to the need for the regulated market to stay competitive.

'We will continue to commit to a safe and responsible online offering in the period ahead, with player protection always coming first,' De Ruiter said. 'At the same time, it remains essential that the regulated market is attractive enough to keep players away from unregulated operators, where oversight and protection are lacking.'

That argument reflects a long-running concern in the Dutch market. Operators have warned that tighter rules risk pushing customers toward offshore sites, and recent measures such as deposit limits have been tied to some players moving to unlicensed casinos that sit outside the regulator's reach. The debate feeds directly into the Dutch government's wider review of gambling policy.

A Market Still Under Review

The renewal lands as the Dutch government continues to weigh changes to its gambling rules, with operators and trade bodies pressing for a framework they say would strengthen the legal market. Industry groups have also backed efforts to combat illegal gambling and steering players toward licensed providers.

Holland Casino said it would keep working with the Kansspelautoriteit, the government, and other parties on what it called a safe, responsible, and future-proof gambling market. With more of the 2021 licences due for renewal in the coming months, the terms the regulator sets for those operators will show how it plans to balance a competitive regulated market against its player-protection goals.
